Since October 2017, Guo Wengui, who fled to the United States, and the Washington free beacon, an American media, have frequently exposed several so-called "top-secret documents" of the Chinese government through the Internet, thus misleading the public and discrediting the Chinese government.


While the authenticity of the documents was pointed out at the time and some errors were cited, Chinese foreign ministry spokesman Geng Shuang responded that "anyone with a little common sense could see that the documents were forged. "With the detection of a case of forgery of official documents by Chongqing public security organs, the fabrication of these documents finally surfaced.


On the afternoon of April 23, 2018, the public security bureau of Chongqing held a briefing meeting to report the discovery of a case of forging official documents of state organs, revealing the truth that Guo Wengui inspired and directed the suspects Chen Zhiyu and Chen Zhiheng to forge official documents of state organs.


The source of the "top secret document" was discovered and the case of forgery was solved

On October 5, 2017, Guo Wengui released a "secret Chinese government document" in Washington that he claimed had been verified by US government agencies. The title is "Reply to the work plan of the general office of the state council and the office of the central national security commission on secretly sending He Jianfeng and other 27 national security police officers to the United States for duty in 2017".


On January 2, 2018, the US media "Washington free beacon" also published what it claimed was an "internal document of the Chinese government", with the headline "Decision of the general office of the CPC central committee on China's communication and coordination with the Democratic People's Republic of Korea on further deepening the resolution of the country's nuclear issue". The incident attracted intense media attention and the US state department also paid attention to it.


Since 2017, Guo has conducted a series of "Revelations" oversea. Domestic and foreign media have repeatedly refuted the rumors, confirmed that they are fabricated. It’s no exception, the relevant departments identified the documents are false. The Ministry of Public Security designated Chongqing public security organs to file a case for investigation.


Chongqing public security organs found that the above documents were Guo Wengui inspired and directed the criminal suspects Chen Zhiyu, Chen Zhiheng to forge through investigation. They also forged a batch of official documents issued in the name of the CPC central committee, the state council and other relevant ministries and commissions, including a document titled "Reply to the general office of the CPC central committee on strengthening united front work efforts against the US in science and technology in 2017" released on April 2 by the Washington Free Beacon.


On February 18, 2018, the Chongqing public security bureau arrested Chen Zhiyu and Chen Zhiheng respectively in Guangdong and Hunan provinces and seized the relevant items according to law. They confessed to the crime of forging official documents of state organs at the behest of Guo Wengui.


The police found that since August 2017, Guo Wengui, together with Chen Zhiyu and Chen Zhiheng, had forged more than 30 official documents issued by state organs in the name of the CPC central committee, the state council and relevant departments under the state council, and distributed them abroad. The so-called "secret documents" of the Chinese government published by Guo Wengui and the Washington free beacon were forged by Guo Wengui, Chen Zhiyu and Chen Zhiheng.


In their computer and mobile hard disk, the public security organ seized a large number of fake state organs documents, including the central committee of the communist party of China, the state council and the national security committee, the central propaganda department, the public, people club department, the ministry of education, ministry of finance, etc., involving the Chinese military, defense, foreign affairs, united front, the financial policy, budgets, and other aspects, and even counterfeit's case files.


Producing documents for Guo Wengui to "expose" to seek economic interests


"Because my child is autistic and my income is not high. It is difficult to maintain the normal expenses of his child’s treatment, life is more difficult. I made up these documents for Guo Wengui in order to get funding from him." Chen Zhiyu said.


The suspects, Chen Zhiyu and Chen Zhiheng are twin brothers. Chen Zhiheng became a Canadian citizen in 2008, and Chen Zhiyu resigned to live in Canada in 2012. Since 2013, Chen Zhiyu and Chen Zhiheng have been engaged in the illegal activities of forging official documents of state organs and selling them to foreign institutions for profit.


In May 2017, Chen Zhiyu and Chen Zhiheng contacted Guo Wengui in the name of "Zhou Guoming" after they saw Guo Wengui's reward on an overseas website for collecting "secret documents" of the Chinese government.


In order to gain Guo Wengui's trust, they negotiated to forge a red document named "general office of the CPC central committee on the adjustment of Guo Wengui's propaganda strategy" to Guo Wengui. Guo Wengui received the "gift" and thought that "Zhou Guoming" had a strong ability to forge documents. Then he immediately took the initiative to contact Chen Zhiyu asked for more documents.


"When you're done with these materials, I'm going to give you $50 million in cash. I will give you $50 million from the family fund, and you will have full control." To make Mr. Chen work for him, Mr. Guo also pledged $50 million to set up a fund for Mr. Chen and Mr. Chen to use, but this promise didn't materialize.


Chen Zhiyu, Chen Zhiheng said that the falsification of documents not only Guo Wengui knew, but also personally ordered them to modify.


Guo Wengui always made clear what documents he needed. We falsified the documents to give him as he wanted. For example, when Guo Wengui asked us to provide documents related to the DPRK, we would fabricate documents related to the DPRK. When Guo Wengui asked us to provide documents related to the United States, we provided documents related to the United States." Chen Zhiyu said.


"What I changed was to change the content about Taiwan into the content about the United States. For example, 'go to Taiwan' would be changed to 'go to the United States,' and the content aimed at Taiwan will be changed to that aimed at the United States." Chen Zhiyu said.


Although Chen Zhiyu and Chen Zhiheng had been racking their brains, the forged documents were still full of loopholes and even made many simple mistakes. In a fake document of the general office of the CPC central committee on China's decision on further deepening communication and coordination with the Democratic People's Republic of Korea on the resolution of the country's nuclear issue, he wrote "military confrontation" as "military hold".


Forging documents as required, order-based production and Pipelining operation  


After the investigation of the public security organs, Chen Zhiyu and Chen Zhiheng have the writing skills and technical ability to forge the above-mentioned official documents of the state organs, and the division of labor is clear and professional. Chen Zhiyu was responsible for the draft, editing, and sending of forged documents, while Chen Zhiheng was responsible for the red tape, official seal, and secret transmission path of forged documents.


Chen Zhiyu, who has ever worked in state organs and is familiar with the drafting and production specifications of documents, said: "It is the most difficult and time-consuming to determine the main contents of documents according to Guo’s needs. I searched the Internet extensively for administrative language, legal language, technical terms, and related knowledge, and combined a large amount of fragmented information collected from the Internet according to his requirements. Then I will do official document modification and language logic processing on the first draft."


Mr. Chen said that in the process of processing documents, it sometimes takes three or four drafts to complete, and it takes about a week in many cases.


After the document content is formed, how to forge the official seal is also a key step. Chen Zhiyu said, “For example, when I was forging “Reply of the general office of the state council and the office of the central national security commission on the work plan of secretly sending He Jianfeng and 27 other policemen of the ministry of national security to the United States for duty in 2017”, the national security council, the office of the official seal were searched on the net of the agency and staffing committee office of the official seal. Then, Chen Zhiheng changed the word 'agency establishment' to 'national security'.


After receiving the fake official document made by Chen Zhiyu, Chen Zhiheng used his computer expertise and post-production software to process the head and official seal atlas downloaded from the Internet. After the official document takes shape, Chen Zhiheng printed it out and took a picture of it, then converted it into a picture format and sent it back to Chen Zhiyu in an encrypted way, and sent it to Guo Wengui in secret.


In order to evade the supervision of relevant departments, Chen Zhiheng developed an encryption software. The software can encrypt files into picture format, such as a flower, an animal, and so on. Chen Zhiyu can obtain the contents through the decryption program.


At present, the public security organs have taken criminal coercive measures against Chen Zhiyu and Chen Zhiheng according to law. Chongqing public security authorities said Guo claimed the fake documents were verified by the FBI and other US government agencies. At the same time, they discovered that Guo had provided political funds to U.S. lawmakers and former government officials. The public security organs would conduct verification with the US law enforcement authorities through law enforcement cooperation. It is believed that the US law enforcement authorities will not tolerate the existence of such criminal acts.


Guo Wengui, Chen Zhiyu, Chen Zhiheng’s behavior of forging documents of state organs has seriously endangered national security. The public security organs will safeguard national political security and national interests, and crack down on such serious criminal activities by following the law. A fugitive is a fugitive. Even if he has a close relationship with the so-called "Private advisor of the White House", he can’t change the nature of the fugitive.
